Evaluation Approach

When considering how to evaluate the TAC program, a process approach grounded in participatory evaluation based on a framework of appreciative inquiry makes the most sense to me (despite being one monster of a mouthful!).

The benefits of a process approach evaluation is that it will help to involve all stakeholders in the evaluation process. By involving students as well as Chinese staff members, who until now have been recipients rather than active participants in the program, we can hopefully seek to develop meaningful connections and ownership of the TAC program while simultaneously conducting an evaluation of its efficacy.

Teachers and students (both new and returning) have experienced daily school life with and without the TAC card program implemented. As it affects all members of the school community, it is important for us to involve representatives from all groups within the evaluation. Perhaps students, or Chinese administrative staff have a unique perspective on some issues that the teachers are missing. By 'broadening our net' so to speak, it will allow us to get the most holistic perspective of the program and its efficacy.

One of the biggest concerns with regards to a participatory evaluation approach (and a concern for the program in general, as mentioned in the evaluation design), is whether the conversation regarding the program will maintain a positive and developing focus. As the TAC card program is a punitive system based on language use, it can be frustrating for students. As well, teachers can also lapse into using it as a general form of punishment, generalizing it from its original purpose. In order to prevent an overly negative response from taking hold, I believe that grounding the program in an appreciative inquiry, and designing the evaluation around the tenants of AI will help to develop a positive, forward thinking approach.

As the program has now been in place for a few months, it is the perfect time to begin looking at the impact it has had within the school. It is my hope that the evaluation, approached in the manner outlined above, will provide meaningful guidance as to the efficacy of the program as a whole, and outline ways it can be further developed.
